Bootstrap checker workbench.

The Rust compiler exports the authoritative artifacts. This module decodes their declaration, resolved-tree, and rich surface views, checks the pure first-order subset with Tc, and uses Data.Diff to report the first fact that diverges. Unsupported forms are coverage, never disagreements.
